Cameroon: Will Paul Biya 'appease' Southern Cameroonians again

Just a few hours to the declaration of independence in Southern Cameroons and Paul Biya is apparently silent.

Anglophone activists are still in captivity; Southern Cameroons is still heavily militarised; the demand for  federation is still hanging. Only more security personnel is being deplored.

But most importantly, the people of Southern Cameroons are more than ever determined to face just  anything, including fire.

This leaves me wondering if Mr Paul Biya will do what he did on the eve of school resumption. He had waited for the last minute to release some Anglophone activists. This, of course, was a desperate cunning tactic to change the course of events in Ambazonia. Unfortunately, it didn't bear much fruit, schools didn't resume effectively.
So,
Will Biya accept a federal government on the eve of  Independence Day in Southern Cameroons?
Will Biya release all Anglophone activists detained in Yaoundé?
Or will he use his soldiers against the people of Southern Cameroons?
