The Director General of Taxation in the Ministry of Finance chaired the coordination meeting in Bamenda on May 11, 2015. The Directorate General of Taxation took time off on May 11, 2015 to sound off about first quarter achievements with FCFA 570 billion to show in revenue collection against FCFA 525 billion targeted representing a surplus of FCFA 45 billion. The Director General, Mopa Modeste hailed central and devolved services for commitment to work which should inspire them to excel by the time the 2015 fiscal year runs out.
The event was the coordination meeting during which North West Governor, Adolphe Lele Lafrique, equally saluted ongoing reforms to inspire quality services towards optimal fiscal output. It could have been better, but for speed brakes in the identification of tax payers and insufficient computerisation of the tax administration. It was a rare moment for the Governor to challenge the tax administration to combat corruption and ensure best practices in governance for the North West to continue to emerge as the least corrupt region on the strength of a recent report by the National Anti-corruption Commission. It was against this backdrop that the North West Chief of Taxation Centre, Fonyuy Fidelis greeted the patriotic spirit of tax payers in the region.
He revealed sensitization strategies to help the tax culture take firm root in the region. The coordination meeting which assembled Directors and Regional Chiefs of Taxation Centres offered a rare moment for the Director General to get abreast with field realities, encourage and dialogue with tax payers. It also emerged from the session that the General Directorate of Taxation excelled in the 2014 fiscal year with FCFA 1,353 billion registered in revenue collection against FCFA 1,240 billion targeted.

Société camerounaise des produits laitiers, more known as Camlait, recently increased its social capital to over one billion FCFA. This was revealed in a notice recently published by the agro-industrial company.
The company’s capital rose from a little over 2.2 billion FCFA to over 3.3 billion FCFA. The increase in capital was done by creating “111,138 new shares from the 10,000 FCFA shares to be issued by incorporating the revaluation reserve.”
A small limited liability company founded in 1972 with 15 million FCFA in capital, Camlait, which has been dominating the Cameroonian dairy market for several years (especially yogurt), also has a subsidiary in Central African Republic and also sells its products in Gabon and Congo.

Results of the 2014 study were presented at the University of Douala on April 29, 2015. Out of 55 companies considered for the perception of Corporate Social Responsibility (CSR) in the 2014 survey, 10 were classified as “CSR Best Practice.” The Mobile Telecommunications Network, MTN, Cameroon tops the classification with 5,286 points, followed by Orange Cameroun with 4,358, then Société Anonyme des Brasseries du Cameroun (SABC) with 3,800 points. Others are Camrail, Energy of Cameroon (Eneo), Hysacam, Cimencam, Sodecoton, Camtel and Guinness Cameroon.
The results of the joint study by the “Association pour la Communication sur les Maladies Tropicales-ASCOMT” and “Magazine International de la Santé et de L’Environnement-MALARIA,” were presented to the public on April 29, 2015, at the University of Douala. The ceremony was presided by the Technical Adviser to the Rector of the University of Douala. He underscored CSR as a means for companies to sell themselves and also benefit society.
Jean Melvin Akam, Executive Secretary of MTN Foundation, said the annual classification proves that the one per cent profit allocated to CSR positively impacts the lives of the communities. Philisiwé Sibiya, General Manager of MTN Cameroon, was impressed by the fact that his company was receiving the golden prize for the second consecutive time, adding that throughout 2014, MTN raised its social investments with a view to improve the living conditions of the population.
The study, which was based on qualitative approach in seven towns; Douala, Buea, Yaounde, Bafoussam, Bamenda, Ngaoundere and Garoua, sought to assess and appreciate the perception of the public of the practice of CSR in Cameroon. Nyemb Ntoogue Paul, President of ASCOMT, explained that results of previous surveys have stimulated more social investments in communities, noting that the 2014 classification follows the administration of 2,072 questionnaires in universities, companies, networks and forums under the supervision of Prof. Gilles Etoundi.

Traders of the Bamenda Main Market and environs have been called upon to henceforth declare and pay their taxes directly at the various taxation centers against a receipt and not to middlemen or agents. These calls were made by the Regional Taxation Boss Fondzenyuy Fidelis, the Regional Delegate of Trade, Anye Cletus Matoyah and the Government Delegate to the Bamenda City Council, Vincent Nji Ndumu while addressing traders of the Bamenda Main Market who recently observed a one day sit down strike at the entrance of the main gate.
The strike was organized as a formal protest to what the traders termed unjustified extortion of money without issuance of receipts corresponding to the amount collected by the agents of the taxation control unit. The traders’ decision to called for a sit down strike is said to have been provoked by the fact that the intervals at which the rounds were made and certain unexplained additional taxes being demanded by the agents necessitated the need for such a strike to draw the attention of the authority. Foreigners doing business in the main market especially the Ibo traders were being forced to pay what their Cameroonians brothers were not paying.
Speaking on behalf of the Traders Association of the Bamenda Main Market, Nji Victor Anye explains that, some of them have bestowed a lot of confidence and trust on these Fidelis Fondzenyuy’s men over the years without any fear as most of them have served in that capacity for long, as such they were sure and confident of their honesty, not until when a new team came in and insisted on seeing their original receipts to payments made.
It is from the recent control that they discovered that they were being cheated. Out of over one thousand sheds controlled in the main market, not up to 700 of them had receipts with amounts corresponding to the internal ledger control sheets and the duplicate of the receipt booklets. Other shed owners accepted to have paid but receipts not issued. These are just a few of the wrong doings of these unscrupulous officials.
Another delegation whose control brigade has been accused of malpractices is that of the Delegation of Trade. This brigade is supposed to flush out illicit goods, control prices, check the weighing and measuring instruments to ensure that consumers are not being exploited. These men on the field have been spotted receiving bribes from traders found trading with goods considered harmful and unlawful. These goods are supposed to be seized and handed over to the committee for destructions.
The Bamenda Main Market is noted for the sale of fake goods, a source noted. In a similar development, a military officer on the eve of an important military occasion at the Bamenda Commercial Avenue is said to have set a hawker’s truck of goods ablaze after being sold a fake black tin of polish and a tub of fake rubbing oil. Meanwhile, the Governor of the North West Region Adolph Lele l’Afrique , Chairman of the Destruction Committee in an internal Memo to the workers of these delegations have promise court action to any worker caught in such act of corruption.
He further advised them to shun such deviant behaviours and live within their means. He went on to admonish them to respect the ethics of their profession and uphold the oath they took in court to execute such a tempting and delicate function. To the traders, he urged them to always declare the right value of their businesses and to pay their taxes directly at the taxation centre within their jurisdiction and within time to avoid embarrassments.

The national public company Cameroon Railways (Camrail), has just received two new trains with a traction capacity of 1,500 tonnes of merchandise each. The trains, which cost Camrail 3 billion FCFA, were built by the South African company Grindrod. Grindrod is listed on the Johannesbourg Stock Exchange (JSE).
According to Camrail, the two trains “are a part of a first batch of eight new trains expected for this year.” The railway company’s release indicates that “two other trains are expected in May at the Port of Douala and four more will be here by the end of the year.”
For the two new acquisitions, Camrail chose the South African company Grindrod instead of its usual partner, the Chinese company Csr Nanjing Pulszen which has had, for a few years now, the contract to supply trains, passenger coaches and merchandise platforms to Camrail.

The Cameroonian Ministry of Scientific Research has just signed a 200 million FCFA grant agreement with four companies to contribute to the development of their projects.
The companies, each of which will receive 50 million FCFA, have ginger production and processing projects as well as others concerning cocoa, banana and rice-based animal food manufacturing.
According to Madeleine Tchuinté, Minister of Scientific Research, these C2D-derived grants are a “new form of making public research results available to private Cameroonian companies.”
