The Secretary General of the Presidency  of the Republic in Cameroon, has allegedly issued instructions to cancel all land titles within the Douala Airport area. This directive, reportedly on the orders of President Paul Biya, has sparked concerns about administrative competence and the understanding of legal procedures.

The announcement, made on November 30, 2023, suggests a significant overreach of authority, as the cancellation of land titles traditionally falls under the jurisdiction of the Administrative Court, not the Presidency. Ferdinand Ngoh Ngoh, often referred to as the "vice-president" or "vice-God" by many in Cameroon, holds a position of immense influence. As the Secretary General of the Presidency since December 9, 2011, he serves as the direct collaborator and right-hand man to President Paul Biya. Known for being elusive, President Biya relies heavily on Ngoh Ngoh to relay instructions and make decisions on his behalf.

Ngoh Ngoh's authority was further expanded by a decree issued on February 5, 2019, allowing him to sign "any document that concerns current administrative issues." This broad mandate includes the power to make decisions on appointments, dismissals, and retirements within the government, reinforcing his already formidable influence.
