In an exclusive interview with *Cameroon Tribune*, Emmanuel Djikdent, Prefect of Mfoundi, defended his controversial decision to expel individuals calling for the departure of President Paul Biya from the city of Yaoundé.

The decree, signed on July 16, prohibits anyone who incites rebellion against the Republic's institutions or engages in harmful defamation of those institutions from residing in the department.

"Can freedom of movement still be effective when there is an uprising against institutions?" he asked. "It is about reconciling public order and public freedoms because without the former, the latter are impossible."

Djikdent clarified that the decree does not prohibit criticism of authorities but draws a line between constructive criticism and harmful invective. "If people are honest, they will see that the decree has never banned criticism. But there is a difference between criticizing and insulting," he said. He questioned whether those who engage in dangerous behavior wish to inherit a legacy of disorder and disrespect for institutions.

In light of the upcoming elections, the Prefect highlighted the importance of a peaceful climate in Mfoundi, which encompasses the nation's capital. "The Mfoundi department is doing relatively well. The hierarchy has reminded us of the duty to ensure the security of people and their property while intensifying predictive intelligence," he explained. Measures have been taken to prevent situations that could lead to serious disturbances.
