According to the Minister of Territorial Administration and Decentralization, the first phase of Decentralisation took place between 2004-2009. This witnessed the enacting of laws aimed at fully implementing the Decentralization process.
The minister of Territorial Administration and Decentralization even insinuated that close to 60% of the financial allocations have already been transferred to the local councils for effective and efficient management. The Minister of Territorial Administration and Decentralization alluded that the second phase had to do with the conducting of Regional and Council Elections come 2018.
This will iron out some of the nuances of the law on Decentralization. However the controversy reminds on the supervisory role played by the Senior Divisional Officers and even Governors who aren't elected. However the Minister of Territorial Administration and Decentralization clarified that Governors and Divisional Officers will continue to play their role as before.
If such utterances have anything to be taken so serious, then the issue of Decentralization is merely a smoke screen aimed at manipulating and deceiving the Anglophones.

Cooperation Agreement between France and Cameroon Since 1959
Already 57 years old Signed on the 26th December 1959 by President Ahidjo and the Franch of President Charles de Gaulle. Up till date, neither Paul Biya, nor Georges Pompidou, Valery Giscard d’Estaing, Francois Mitterand, Jacques Chirac, Nicolas Sarkozy or Francois Hollande have changed anything. However, article 6 raises a lot of concern.
Article 6 of this Cooperation Agreement between France and Cameroon reads;
1- France shall determine Cameroon’s political, economic, and sociocultural orientations.
2- France shall manufacture money for Cameroon, the FCFA
3- France shall guide the determination of Cameroon’s educational programs at all levels
4-The French public treasury shall have a portfolio named operations account to cover 100% of Cameroon’s foreign exchange. NB: This percentage has been revised to 65% in 1972 and 1973 in Brazzaville and Dakar for BEAC and UMOA respectively, and finally sits at 50% today.
5- France shall be given priority in the exploitation of Cameroon’s strategic raw materials. In the event where France is not interested Cameroon may seek other partners or exploit the raw material herself.
6- 10th November 1961: Military Assistance. Each time that the Cameroonian president is overwhelmed by an external aggression or internal rebellion, he may call on French military assistance. In the event where the Cameroonian president is unable to seek this assistance by any form of communication, the French ambassador to Cameroon can make the request instead of Cameroonian authorities.
While the UN was giving unconditional independence to colonized countries, France cancelled the independence by having its colonies sign agreements that literally did not change the set up they had with their colonies except to train black Africans and groom them to replace white proconsuls. The same set up is what has been brought to southern Cameroons to keep us subservient to LRC, another colonized country. We cannot win living with LRC.

The long awaited laptops promised to students of higher learning by the head of state finally arrived and were distributed. This scandalous presentation of falsehood by two Cameroonian ministers namely the Minister of Higher Education, Mr. Fame Ndongo and the Minister of Communication, Isa Chorima Bakari lied on CRTV that 30GB was as efficient as a 500 GB.
This is a huge disgrace to the nations image as an academic nation, capable of producing great minds with fine ideas. This scam and scandal hurts the students who are studying out of LA Republique Du Cameroun. Students from Cameroon have been able to enroll into great universities and Polytechnics like the Montreal Polytechnic like the young man whose missive the head of state had received based on this scandal, without being obliged to go through any Preparatory classes.
It's unfortunate that lots of overt embezzlement scandals are rocking the nation when the state is struggling to grapple with the challenges posed on a daily basis.
Wondering how 500.0000 computers could cost that huge amount of One hundred and fifty Billion francs instead of the budgeted seventy five Billion francs ?

The U.N. Security Council has welcomed six new non-permanent members — Equatorial Guinea, Ivory Coast, Kuwait, the Netherlands, Peru, and Poland.
The six new countries, voted on by the 193-member General assembly for two-year terms, will have a strong voice in matters dealing with international peace and security during their time on the U.N.’s most powerful body.
“Peace and security are difficult to achieve,” Kazakh envoy Kairat Umarov, who took the rotating presidency in January, told council members at a special ceremony. “You are going to have a real chance to make a difference.”
Flags of the six new member countries were installed outside the council chambers Tuesday in a ceremony arranged by Umarov.
The U.N. Security council has 15 members — five of which (China, France, Russia, Britain, and the United States) hold permanent membership and veto power.
Egypt, Japan, Senegal, Ukraine, and Uruguay finished their terms last year, while the Netherlands takes over for Italy to finish a term the two countries shared.
